[Waverley ARS] Update to club web site

Hi

I have made some changes to the club web site. These are mainly 
technical to improve the navigation with frames and links and to better 
cover the situation where a viewer arrives directly at a subsidiary page 
from a search engine. Links to outside sites will now appear on a new 
tab (or a new frame under a pre-tabs version of IE, which hasn't been 
tested) rather than within the site itself.

Also I have simplified the home page to avoid users, probably mainly 
club members, seeing the same material on every visit. This includes a 
"new" picture of the club station. This is the only one I could find, so 
if anyone can supply an up to date one, it would be appreciated.

Let me know if you find any errors - its hard to check everything.
