[Waverley ARS] New weather radar station at Terrey Hills

Hi Grant

The previous Bureau radar, which is still operating on the net, is at 
Appin, hence the new URL. It was too located high up to catch any low 
cloud in the Sydney basin and doesn't easily detect fine drizzle. Maybe 
any radar at Kurnell belongs to the airport and not the Bureau, so may 
not be publicly accessible?
