Hi Colin

Sounds like another urban myth to me. Tolerances in speed cameras are 
there for technical reasons and have nothing to do with condoning 
speeding. They exist course to stop clogging the courts up with people 
contesting fines and points on the ground of accuracy of the reading. 
Most electronic measuring equipment and components, including the simple 
multimeter, have a non-zero accuracy tolerance level which is often 
published in the manual, even if calibrated regularly.

A friend in the UK once challenged a speeding ticket on the grounds of 
accuracy and method of radar operation. It cost him a lot of time and 
over £1000 in legal and expert advice; however the police were forced to 
back down and pay his costs as well.

Any idea who originally floated this one as I have yet to see a mention 
in the media and the wording looks very "unofficial"? I think it 
probably suggested you change the road quoted to one near your friends!
