I think you may be right about HRD - an F call cannot do this, probably 
because he is deemed to be insuffiently qualified to ensure that the 
remote set is operated within the F call limits. Not certain though when 
the F call is merely "using" the facility set up by the owner of the 
remote set who is qualified? Does it differ from IRLP via repeater?

I am not sure exactly how the power limits work for F calls - when 
operating unsupervised can they own a more powerful rig provided they 
have turned down the power appropriately or must the rig's maximum  
power be within the limit - probably rather academic in practice as who 
will be policing it? Likewise SWLs who buy an H/F transceiver purely for 
listening because they are very good value and recommended by the WRTV 
Handbook for example.
