Hi Edwin

I think there is no problem here, it follows from the definitions of 
operate and use, which the document tries to spell out elsewhere. I am 
sure this means that an F call can't "operate" an internet service 
attached to his own radio at home, but may make "use" of a repeater or 
radio operated by others that is connected to the net.
