Further to my comment on this, it has been pointed out to me that  
section 27A (3) - which I over looked- states that a Foundation license 
can not "operate" a station connected to the internet.

However the note to this section states clearly that a Foundation 
license can "use" an internet linked station, "operated" by a standard, 
advanced or repeater licensee.

I think there is a degree of practical ambiguity there........
