[Waverley ARS] update on VGA to S-Video splitter

Going from VGA to S-Video takes more than just a cable. There's some 
serious electronics involved. The reason some VGA cards have what looks 
like a simple VGA-Svideo cable, is that the card is built to output pure 
SVideo. If you're card won't do s-video, then a simple cable won't do 
it. More complex electronics are involved.
