Brad,

I think the journalist has not quite got it right and used the term "ham" 
without knowledge aforethought.  If the guy was calling  Foster Tuncurry 
Coastal Patrol he would have been using a Marine VHF frequency.  Not all 
boaties have a licence with ACMA either.
