There is usually no reason to ever want to upload with your old ISP. You
can send all messages, irrespective of your sending email address via
any smtp service that you can log into for access (usually your current
ISP). Your "from" address on an email can be anything you like - no need
to use your "official" address unless you want a reply; spammers do it
all the time by faking someone else's address. In practice one normally
sets the appropriate "from" email address for each email account in your
email program.
Charging to send email forces you to open an account, otherwise it would
be a field day for spammers if free upload was available without paying.
I believe there a few "open" mail servers where they don't care, but no
self-respecting ISP would allow the practice.
