Are you sure they're still using E1? That offers only a max of about 
2Mbps speed. (can someone confirm my maths please - it's been a few years):

30B channels + 2D channels = 32 timeslots

Each time slot allocated:
8 bits * 8000hz = 64kbit * 32 = 2048Kbps
