Only Telstra charge for Uploads - and on a price/performance cable is
usually better performing -
One thing you have to watch is the actual capacity the ISP has into
the node - Given the still exorbitant costs of E1's you will find
that most ISPs that deliver over ADSL will end up doing some sort of
throttling at busy times.
The plus for Optus cable is that the nodes terminate on their fibre
nodes directly.
