[Waverley ARS] Powercast is on 900 mhz

Following up on the Powercast story, here is a bit more of a technical
discussion, including that it is using 900 MHZ.
Phew, we probably don't have another BPL style debacle!

Off course, some of our older GSM phones use that frequency....
