MINUTES: Bi-Monthly Formal Meeting: 17 May 2006 CHAIR: Eric VK2VE.
Meeting Opened: 19:42 ATTENDANCE: As per Page # 66 of the Attendance Book.
APOLOGIES: Richard VK2XRC, Doug Milne VK2IMI, Michael VK2HMR, John VK2AHK, Daniel VK2FDGW, Alan VK2TUI, Mark VK2VMR and David Benchoam .
VISITORS: Welcome to Robert Dean and congratulations to new member, Mathias Burbach, on receipt of his callsign VK2FMBH.
ACCEPTANCE of previous minutes (March 2006): Moved by Simon VK2UA, Seconded by Saxon VK2FXEN. All were in favour.
BUSINESS ARISING:
1. The ARNSW Meeting minutes were to be circulated, for our members' perusal, on our eMail system. However ARNSW will only supply them in a "pdf" format that is mostly too large. The Secretary will now forward each edition to Simon VK2UA who will place them on our website for our members' perusal.
CORRESPONDENCE IN:
1. Australia Post; Final Notice for payment of P.O. Box fees. This account was paid and receipted 11/5/06.
2. Woollahra Municipal Council announcing & presenting a draft Policy & Guidelines for Communicating & Consulting with the Community. This information was tabled for perusal of members.
3. ARNSW Council Minutes for their last three meetings. See "Business Arising", in these minutes.
Acceptance of Correspondence, moved by Saxon VK2FXEN, seconded by Brad VK2LR, all were in favour.
CORRESPONDENCE OUT: Written - nil. eMail - ARNSW regarding their minutes.
TREASURERS REPORT:
Bank balance was over $3,000. Clubroom rental was quoted as $22/week = $1,144/annum paid to the end of December as is the insurance. Licence fees for VK2BV and VK2ROT are paid to 20-8-2007 and 7-2-2007 respectively. The fees due to the NSW Department of Fair Trading will be paid this month.
Acceptance of Treasurers Report, moved by Raffy VK2RF, seconded by Lynn VK2FLTJ, all were in favour.
At 20:01 this meeting was adjourned, to allow the W.A.R.S. 2006 AGM to take place, resumed at 20:42.
GENERAL BUSINESS:
1. Eddie VK2BEH stated that he was still working from an old out-of-date membership list and proposed that after each AGM an up-to-date membership list be issued. The move was seconded by Saxon. Both Eric and Raffy pointed out that there could be "privacy issues" involved in publishing members 'phone numbers etc. without their permission. Simon stated that eMail addresses of members were already available on the Club Website. Raffy said he was in the process of compiling a new Members Application Form and would include a "tick-box" for the applicant to indicate details that were NOT to be published. Eddie and Saxon agreed to amend the original motion to include both 'phone and eMail details. Eddie withdrew his motion when Raffy proposed an amendment to his amended motion incorporating the permission factor; this was seconded by Eddie and passed by the meeting.
2. Eric VK2VE gave background history of WICEN and details of the previous geographic regional structure that has wasted away. The WICEN committee has now decided to reconfigure the structure into groups that may be affiliated with and supported by local AR Clubs. Eric has proposed that a new group affiliated with WARS be formed. Both Eric and Raffy are members and gave details of WICEN operations and its integration with Police, DVI, RFSA, DVR, SES and VRA emergency/rescue events. There will be a WICEN basic training course held at our clubhouse on 17 June 2006 for WICEN members. The annual subscription is $10 and membership forms are available on the WICEN website. Eric put the proposal to the meeting; it was accepted on a show of hands.
3. Colin VK2LV has joined the ARRL and spoke about the merits. Full membership of the ARRL gets you QST magazine and gives access to technical articles and excellent product reviews with their "members' only website". A cheaper form of membership does not give QST on a monthly basis but information on an annual CD.
4. Further, Colin spoke about an article in a recent edition of AR Magazine where the National WIA was appealing for AR Clubs to encourage their members to join the WIA. He spoke about their recent activities in bringing forth the Foundation Licence and representations to ACMA, State and Local government on behalf of AR. Colin commended our support of the National WIA.
5. The next Foundation Licence training course to be conducted by WARS will be on the week-end of the 15 & 16 July 2006.
6. Eddie VK2BEH proposed sending a circular promoting our Solstice Auction to 300 odd Amateurs in the Eastern Suburbs at a cost of about $150. Seconded by Brad VK2LR. Discussion ranged widely over the topics of extracting "name and address information" from the ACMA website and the WIA Callbook CD to entry fee for the auction and free coffee with ID stickers. The motion was passed.
7. Brad VK2LR has volunteered to receive monies at the Club Auction.
8. Eddie VK2BEH proposed that an entry fee of $2 be charged as part of the "registration". Seconded by Paul VK2FABS. Eddie reasoned that as the Club now has very little of its own goods to sell we should be looking to maximise income to cover expenses. Problems were foreseen in the application and administration. Raffy suggested that have a "sign-on" book, issue a sequentially numbered stick-on ticket and provide a free cup of coffee. The motion was carried without amendment.
9. Jim VK2JA offered to produce a quantity of 80 WARS stickers, sequentially numbered starting at 100.
10. Eddie VK2BEH, our "lecture officer", canvassed suggestions for Guest Speakers. Eric VK2VE said that he would re-run his "picaxe microcontrollers" talk. Jim VK2JA offered to give a talk on the activities of Technical Aid for the Disabled (TAD). Brad VK2LR has an unspecified subject. George VK2KGG has offered to give a talk on Radio Astronomy. Mathias VK2FMBH offered to give a talk on First-Aid after electric shock. Raffy said Sean VK2SN would talk about EME, after he succeeds. David Benchoam has offered to speak about the antennas that he manufactures.
11. Suggestions were also made for Project Day activities. Only one topic emerged - FOX HUNTING. That is; fox hunting in general, building antennas for fox hunting and fox hunting for interference.
