[Waverley ARS] Skype Video Problem

Hi all Skype users.
Below is a query I sent recently to Skype tech support from their Help site inviting me to do so.
The reply I received (fairly promptly) was merely a stock reply which suggested a number of pretty obvious things - none of which was relevant or helpful and which really ignored the details in my query. (I was ready to be annoyed but then realised that in fact I had paid NIL for the program which I downloaded from their site....)
Is there anyone out there who can:
  a.. help me fix my problem?
  b.. refer me to a thorough article on use of Skype (the tutorial offered by Skype is ludicrously brief and useless)?

I use Skype with Logitech QuickCam 9.0.2.  Audio works fine.
Video works well sometimes (both ways) but other times with exactly the same settings and in contact with the same person it totally fails (both ways). The same happens when I use the \"test webcam\" : sometimes I just get a blank grey screen and if I click on that I get a plain black screen.
If I bring up the Logitech site and click \"Quick Capture\" I always get a perfect moving picture.
