WAVERLEY AMATEUR RADIO SOCIETY Inc.

MINUTES:  Bi-Monthly Formal Meeting: 	19 July 2006  			CHAIR:  Eric VK2VE.

Meeting Opened:  19:32			ATTENDANCE:  As per Page #   69       of the Attendance Book.

APOLOGIES:  Richard VK2XRC, Doug VK2IMI, Michael VK2HMR, David Benchoam, Eddie VK2BEH, John VK2AHK, Binu VK2BNG, Saxon VK2FXEN and Grant VK2TU.  

VISITORS:  Brian Conner VK2ZBP, his son Roy and John Middlebrook.  Roy and John were Foundation Licence candidates at the training, they both qualified.

ACCEPTANCE of previous minutes (May 2006   ): 
Moved by Brad VK2LR,	Seconded by Mathias VK2FMBH.              All were in favour.

BUSINESS ARISING:  
1.	The “out-of-date membership list” topic was raised.  Now that Raffy is back from holidays, he will compile and circulate a new list.  Membership will be the topic of a Report by Raffy VK2RF, later in the meeting.
2.	WICEN will be the topic of a Report by Eric VK2VE, later in the meeting.
3.	The Auction will be the topic of a Report by Simon VK2UA, later in the meeting.
4.	The Foundation Licence Training will be the topic of a Report by Brad VK2LR, later in the meeting.

CORRESPONDENCE IN:  
1.	 Waverley Council – Community Directory Update. (See Correspond Out). 
2.	 ARNSW Council Minutes May 2006. (Now posted on WARS website)  
3. 	Series of eMails IN - from David Leach “hamguy1”- FL inquiry. . (See Correspond Out).   
4.	ARNSW, Info up-date request. They require copies of WARS Constitution, last Annual Return to Dept of Fair Trading and Names of five club members who are also ARNSW members. 
(After a lengthy discussion by members, the Secretary was directed to inform ARNSW that we confirm the details of WARS Office bearers, Activities and Facilities.  Also, that our Constitution may be viewed and copied from our Website, http://www.vk2bv.org/ “Corp Rules”.  Further that we do not see the necessity of providing DoFT returns or National WIA member’s details.)
5.	Letter from Woollahra Municipal Council re Draft Community Cultural Relations Statement. Do we wish to comment?      (No we do not.  Document Tabled).
6.	Letter from Woollahra Municipal Council re Grant Application – (Offer expired 30th June 2006, Mathias VK2FMBH to investigate possibility for next year).

CORRESPONDENCE OUT:  
1. 	Letter of thanks to former Secretary, Michael Roll VK2HMR.  (Members confirmed the sentiments expressed in the letter.)
2. 	Waverley Council – Community Directory Update – (Completed and posted).  
3. 	eMail OUT - to David Leach “hamguy1”- FL inquiry.  (eMail sent acknowledging his initial query and giving alternative sources of information.  Long discussion followed on advisability of continuing correspondence.  Final advice - do not.) 
4. 	Letter to David Downie-VK2EZD FL/membership inquiry.  Referred to the club Website for full information.  

ACCEPTANCE of CORRESPONDENCE:  Moved by Raffy VK2RF, Seconded Bob VK2SOB, all were in favour.

TREASURERS REPORT:  
The Bank Balance on 5th July was $3,311.03 this included gross proceeds of the auction of $1,481.10.  There is still one cheque for $45 still outstanding.  A full break down of the receipts from the WARS Auction will be made available at a later date.    

Rent is paid up to the end of December as is the Insurance.  There are no further outstanding commitments except the cost of an Antenna Analyser Kit for the Club at about $136 that was purchased by Eric VK2VE.  
Since then we have run the Foundation Licence Training Course that realised about $105.00 - we believe that our real reward is in Heaven!  

In summary, our finances are in a pretty good state.

REPORTS:
Membership – Raffy VK2RF    The following people made application for WARS Membership, been Seconded and Accepted.

The Members marked  #  above were candidates at the recent Foundation Licence Training Course.
A revised Membership Application Form is to be placed on our Website. It will incorporate provision for direct banking facility that allows payment of both renewal and initial fees to the Club.  A full up-to-date membership list will is to be compiled and circulated as soon as is possible.

WICEN - Eric VK2VE    On Saturday 8th July the AGM for WICEN was held in our Clubhouse.  Eric VK2VE was again elected to the committee, as was the new WICEN member, Brad VK2LR.  A WICEN training week-end was also held in our Clubhouse recently.  There is now a WICEN group running within this Club, known as the Sydney East Group.  Eric has been appointed the liaison officer.  Planning is under way for a First Aid Course to be held both for the Club and WICEN.

The Auction – Simon VK2UA   The Auction was held on Saturday the 24th June, the weather was fine and relatively warm.  There was a good turn-up of sellers and buyers.  We enjoyed the extra space available within the hall due to the current building operations.  We got quite a lot of donations for us to sell on behalf of the Club.  A lot of work was done setting–up before the Auction, to the annoyance of another “hall user”, which we regret.  We, for the first time charged an admission fee of $2, this worked out well as it included a “bottomless cup of coffee” with a cup issued on registration.  This saved a lot of labour in that it was self-administered.  Megan VK2FGGL, her daughter/s and Janet Buxton provided a continuous supply of sausage sandwiches etc. and soft drinks throughout the day, we were all grateful for this.  We grossed about $1,400 for the event.  Some operating changes have already been discussed on the “committee email net”; these will be collated and refined before next years Auction.  Hopefully these changes will speed the sales, the main criticism of Members at the meeting.

Foundation Licence Training Course - Brad VK2LR   On the weekend of the 15th & 16th July 2006 a Foundation Licence Training Course was held in our Clubhouse.  This Course was organised and conducted by the newly qualified Assessors, Brad VK2LR and Raffy VK2RF.  They now appreciate how much work Eric does in that roll.
Thanks were expressed to lecturers: Alan VK2TUI, Brad VK2LR, Colin VK2LV, David Benchoam, Jim VK2JA, Raffy VK2RF, and to Lecturer/Invigilator Grant VK2TU.
There were six candidates for FL training, assessment and examination.  There was one candidate for Standard Licence assessment and Regulations examination.  One candidate was visually impaired, he undertook the normal assessment and examination process and was successful without any external assistance.  All who were involved with this candidate are now more aware of his problems and in admiration of his efforts and abilities. The candidates were Roy Connor, Paul Garland, Alan Hirschel, Terry Lianos, John Middlebrook, Hans Rijsdijk and Tony Petrakis.   All candidates were successful in both their practical and written assessments.   

GENERAL BUSINESS:  
1. The matter of Clubhouse Security was raised as a result of a lapse during the F.L. Training Course.  It is now agreed that in future, unless there is a Committee Member present, doors to both the “radio shack” and the “club room” must be locked.
2. A complaint was made to Michael VK2HMR about “Foundation Licensees blocking up the IRLP repeater and WE should do something about it”.  The complainant was named.   Raffy VK2RF, as host of our IRLP facility, stated the Club repeater philosophy that “Any Licensed Amateur is welcome to use our repeater freely, for as long as they like, provided they are courteous to other users”.  The Secretary was requested to communicate this message to the complainant, in writing if necessary.
3. The International Lighthouse Weekend, 19 & 20 August 2006.  It is proposed to operate from the Macquarie Lighthouse on Saturday and the Hornby Light on Sunday. Organising liaison will be by eMail
4. Simon VK2UA has news of the Club’s long lost Yaesu FRG-7 General Coverage Receiver, it has been “found” and we hope to have it back soon.  
5. Simon also suggested that some time in the future we might like to organise a Club outing to the Kurrajong Radio Museum.  Members agreed enthusiastically.
6. Problems arose during the recent Auction and the FL training course.  Participants were having trouble hearing the lecturers and/or the auctioneer.  Likewise the auctioneer was suffering voice strain well before the end of play.  We have resolved to provide sound reinforcement with a Radio/Boom Mic & PA system for future events.
7. The next Foundation Licence Training Course will be held on the second weekend in October that is Saturday 14th and Sunday 15th October 2006.
