Surely the Israeli army cannot take over internationally agreed ham H/F 
bands? If we put out a CQ DX and an Israeli station responds, or vice 
versa must we ignore them?

Maybe its a local VHF/UHF Israeli licence condition to shut down on govt 
request but not applicable to H/F usage, at least as far as non-Israeli 
stations are concerned.

Perhaps the message has lost something in translation to English?
