The delay problem could even have been in your computer where some
record is kept of web pages visited. Your use of the "refresh" might
have brought it up earlier. Records of IP addresses (ie actual machines
hosting the URL of a page) are held in DNS servers at several levels
from user through ISP and higher and are intended to ensure faster
access to previously found pages that have been accessed via that route
on the assumption that more often than not they are found on the same
machine where last accessed.
